Garcia: Improving relations with immigrants — or lip service?

I make some strong -- but true -- statements in this article. In Chicago, this new immigrant friendly ordinance is just more lip service. Our Mayor is about to create another IPRA that will likely end up being "new" only in name. He will keep control of that "new" agency at City Hall (in his hands). The same hands that have repeatedly fumbled the police accountability issue during his time in office. Same old same ChicaGotham.
